Episode Chronology:
Roger and Out is the 195th episode of The Bill.
Sgt. Penny discovers that D.C. Lines has taken in a lodger in breach of regulations, and decides to report him to Ch. Insp. Conway. Everyone from Sgt. Cryer to P.C. Hollis feels that Penny has gone too far, while Insp. Monroe is annoyed with Penny for by-passing the chain of command. Eventually, D.I. Burnside claims to have given Lines permission.
