PC Billy Rowan joined the police force at Sun Hill in Cop Killer, Part 1 and later died in the same episode. His fellow officers were distraught that such a good officer was killed on his first day and ended up bringing justice to man responsible for murdering him.

New PC Billy Rowan and Sgt Nikki Wright were called to an abandoned factory about a disturbance. When they arrived they found nothing. While investigating, Nikki heard a scream and then noticed that Billy was missing. She ran to the sound of the scream finding Billy had had his throat cut. Despite efforts to save him, Billy died.
